Odd networking error

After working all day on their computer doing verious activities
online, the user received a message saying that a reboot needed to
happen to finish installing updates. When the computer was rebooted,
the computer would not connect to the internet.

Only update installed today was KB941600. I tried uninstalling it, but
no luck.

When I look at the ipconfig I see the following:
Connection-specific DNS Suffix:
Autoconfiguration IPv4 Address: 169.254.213.133
Subnet mask: 255.255.0.0
Default Gateway:

DHCP is giving out to a WinXP machine on the same network:
Connection-specific DNS Suffix: <domain>
Autoconfiguration IPv4 Address: 192.168.0.3
Subnet mask: 255.255.255.0
Default Gateway: 192.168.0.1

ipconfig /release gives the following error:
"An error occured while releasing interface Loopback Pseudo-Interface
1 : The system can not find the file specified."

ipconfig /renew gives the following error:
"An error occured while renewing interface Local Area Connection :
unable to contact your DHCP server. Request has timed out.
An error occured while releasing interface Loopback Pseudo-Interface
1 : The system can not find the file specified."

WinXP machine releases and renews correctly, even when I change scope
or domain.

When I try to ping the gateway and the WinXP machine, I of course get
an error. It is:
"PING: transmit failed, error code 1231." x 4 with 100% loss

If I set a static Ip address in the same subnet (192.168.0.100) and
try to ping the WinXP machine, I get the following error:
"General failure." x 4 with 100% loss.

Windows Vista Ultimate (32 bit)
AMD Athlon 64 3200+
1GB RAM
ActionTec DSL modem/broadband router

Same issue, also after two power losses. With time warner, no storms
(well not until after the problem occured. I just installed a new
netgear gigabit wired network card. It was working well for about a
week. same results when connecting directly (actually received a way
above average connection, up and down loading) also can access files
between computers as well. and my other computers access the internet
fine (wired). when typing ipconfig/renew (even though it cannot
release) I get the same error, plus a new one... unable to contact
dhcp server. the computer also has a default ip address of
169.254.131.70 everything is plugged into a battery backup surge
protector, also running vista, have SP1 RC1 installed on the machine
as well. I noticed the device manager listed the network card as a
Realtek, so I uninstalled the device in device manager, let windows
find it, then had to manually pick the correct driver. same problem
though.

another thread on another site has same issue, also with no replies...

good news, booting into safe mode and internet access was restored...
not sure what that means, other than the hardware is okay... checking
on a possible virus however, will update if I find a fix.

Tip I was given by Microsoft employee at a techent event: Uninstall
(the driver for) the network adapter and let it reinstall. Didn't try
it on the computer because they had taken it somewhere else for a
different issue.

I'm going to bump this thread because I'm seeing the same general
thing: Vista Business on a Dell Vostro_200. Worked fine for a few
weeks, then suddenly we couldn't connect to the network. I swapped
cables with a known good box, no joy. NIC passes all it's self tests.
Checked all the network configurations, looks fine. Restored to prior
week, no joy. PING 127.0.0.1 gives "General Error" (!?!?)

After checking around on the net, I read that someone with this
problem was able to get the machine on the net in Safe Mode (with
network support) so I tried that. Sure enough, the machine is up on
the net no problems! So the hardware is NOT the issue. Called Dell
support who had me try hours of different things, turning off auto
loading of programs, disable windows IPSec, turn off firewall, disable
AVG, uninstall AVG, etc... NO freaking joy at... all...

So we ended up reloading Vista on the machine from the factory restore
(which is built into the hard drive). To give credit where due, it
only took about 10 minutes... Pretty darn fast considering. I just
have to reload all the apps...

But now I don't want to put anything on the machine for fear of
loosing time if this happens again.

I would love to hear if anyone has suggestions that we didn't already
try.
