Don't know if it is exactly webware but this does look like a solid

Gmail's contacts let you import csv files. So export your contacts to csv

Drag and drop bookmarklet-like "blummlets" into the interface, then
they will appear as a group on your bookmarks toolbar as a link called
Blummy. Registration required. A little buggy but you can have fun
with it and find some useful bookmarklets.
