Most states will see an increase in revenues this year even if nothing
is done. Expanding and indexing income brackets, Phasing out the 50%
federal deductibility, and gradually eliminating personal exemptions
beyond four per family are things that should be considered. I would
need to see studies showing revenue projections attributed to each
individual potential solution.

Are there other reforms you can suggest?
1.  Keep school district(s) administrative personnel to a minimum.
2.  Put a statewide cap on school administrative salaries, pension
plans, benefits and perks.
3.  Expand the EdNet System and system utilization for both higher
education and secondary education. This provides enhanced educational
opportunities at a significant cost savings over traditional methods.
4. Establish a state trust adequate to provide for present and future
needs. This should be independent of annual state budgets and revenues,
and provide a more stable based perpetual fund for education.
