Police and Citizens Together Against Crime is similar to a  
Neighborhood Watch, where citizens help patrol their neighborhoods and  
report suspicious activity to police. PACTACers, as they're called,  
receive special training and carry a Rochester Police Department  
radio. This is great way to make a statement that UMNA cares about the  
security of this neighborhood and won't tolerate illegal activity.  
It's also a fun way to meet people and get a little exercise. If you
