According to 1956 act in Orissa non tribals should not purchase
agricultural lands or any other property in tribal areas. In southern
Orissa majority of the extent is tribal area. In southern Orissa 1956
act is not strictly followed. Many migrant farmers from Andhra Pradesh
belonging to communties like turupu kapu (BC), telaga (OC), kamma (OC)
etc settled in southern Orissa and purchased agricultural land from
tribals and cultivating them illegally. There is a small town named
Rayagada in Orissa. That town is located in tribal area. OCs or BCs
should not construct house or shop or any other property in that town.
But majority people living in that town belong to kamma (OC) community
settled from districts like East Godavari, West Godavari, Krishna and
Guntur of Andhra Pradesh. They constructed good houses and doing good
businesses in that town. In Rayagada district there are some land
lords. Those land lords are not tribals. They belong to communties like
kamma (OC) and telaga (OC) etc. Government did not cease lands from any
of those land lords. Tribals sell their lands to land lords for money.
Land lords freely cultivate those lands without fearing to law. Our
rulers are supporters of feudalists and capitalists. So they dont
bother about occupying lands of tribals by non tribals.
