I have never looked at ccTiddly with 24 CFR 11 compliance in mind but
suspect ccTiddly will comply in most parts.
You get a login and permissions model. You will need to ensure no
users have permissions to delete tiddlers.
You can try out ccTiddly at
http://wiki.osmosoft.com/alpha/ (please note this is only an example
implementation and should not be used to store real data. )
