[release] ShortURLPlugin v0.5 (beta)

Hey all,

Inspired by a previous thread*, I've written a plugin to automatically
abbreviate excessively long URLs:

I haven't tested this with a huge variety of URLs, and there's probably
room for improvements, so constructive criticism is welcome (as always).
