I am not sure if this is the right place, but is there any way to
restrict the download of a TiddlySpot TW?

Yes, by password-protecting the site.

Remember that anyone *viewing* your TiddlyWiki has already downloaded
it to their browser cache, and they can always do a
right-click-save-as to grab any web page, including your TiddlyWiki.
So you can't allow viewing but not downloading.

The download link is just a convenient shortcut, but if you prefer,
you can edit your SidebarOptions tiddler to remove it. Doesn't
prevent anything, but might help to discourage downloads a bit.
