dictionary file and the code table

Hello all,
As much as i understand, the code table and the values for the copy
instructions should appear in the dictionary file.
I download a dictionary file from a server and after decompressed it,
it seems like the code table is not there.
So, where is the code table? do the client and server use the default
one (in rfc 3284) and thus it does not appear in the dictionary?
