Japanese translation of PyScripter

[PyScripter]

The forthcoming version of PyScripter will support localization using
GNU gettext. Even before this version was released tobikito has done
it again and produce what it looks like a full translation in
Japanese!! See http://tokibito.orz.hm/projects/3/ for details. So
the next version will ship with a Japanese translation. More
tranlators are needed and details about how to produce new
translations will be announced when the new version is released.
