Pakistan army cancels US talks over security checks

Pakistan's army on Wednesday said it scrapped talks with US military officials after a military delegation sent to Washington had to go through "unwarranted" airport security checks. Mistrust exists between Pakistan and the United States even though they have been allies for decades.


Security at US airports has been especially stringent since the 2001 al Qaeda attacks on New York and Washington, with scores of passengers complaining they had been singled out for checks due to their "Middle Eastern" or "Muslim" appearance.

The Pakistan delegation was visiting the United States at the invitation of the US military's Central Command (CENTCOM), which oversees the wars in Iraq and Afghanistan.

"The delegation...was subjected to unwarranted security checks at Washington airport by the US Transport Security Agency," the army said in a statement.

The delegation was later cleared and US defence officials expressed regret over the incident. The statement did not give the date of the visit. "However, as a result of these checks, military authorities in Pakistan decided to cancel the visit and called the delegation back," the army said.

In March, a Pakistani parliamentary delegation called off a two-week US trip, sponsored by the State Department, after law-makers were tagged for further screening at Washington's airport as they were en route to New Orleans.

Washington sees Pakistan as a vital ally in the fight against militancy and wants it to crack down on Afghan Taliban militants who cross the border to attack US-led NATO troops in Afghanistan.

Mistrust between the two countries involves a range of issues, from security cooperation to how aid is delivered. Anti-American sentiment runs high in Pakistan.

How sweet! Errrr. . . did we forget about the air hostess with whom our patriot military personnel were (mis)behaving? Why are we so scared of speaking the truth always? Come on say it. There wwere no - NO - security concerns. It was inappropriate remarks of a member of our military delegation that brought this shame to our country.

You are absolutely spot on. I believe a untoward remark was made, something about the 'final flight' and 'meeting destiny'.
 
If I had been on that plane I would have summoned the Flight Attendant and told her 'either I get off or they do'.
 
An airplane, especially these days, is no place for smart-alecks, cute jokes and provocative comment. It is just not funny and we, generals and all, better get used to that since things are unlikely to change anytime soon.

Aunty Marvi Sirmad. Speaking without reading the details amounts to opening your mouth without using brain.

The reports say that the Officer tired of long journey said "i hope this is my last flight" Now if the uneducated employees of the airline can not differentiate between figurative speech and literal meaning then they need to be sent to primary level schooling for that.

Till then i would request you to read the reports.

You may think anyway .We are only concern that at least there is someone who can protest and one more thing which is not understood in your statement that how the whole army can misbehave with  an air hostess. There must be some army personal who must have done this shameful act but then how you can blame the whole army for that. Still I respect your thoughts, you are free to have opinion.

For the kindest of your information, only one person was de-boarded initially who made the remark to the flight attendant. The whole delegation decided to follow on the orders of two-star General who was leading the delegation. Basically to save the grace of the institution by terming it a "national insult" and turning this shameful incidence into "ghairat ka muzaahira"! 

Good luck with the follies Pak army is so fond of inflicting upon us and we're so fond of remaining in fools' paradise.

I think this is what happened, one officer commented to the others that " I hope this is our last flight & we end at our destination" - Americans are so paranoid that if this is translated into their heads it will become " Insha Allah! I will go to paradise with this last flight" - in reality if you take off from Islamabad and fly to New York with stops in Middle East, by the time you board a plane in New York for say Atlanta, you really want to say, " I hope this is my last flight" - it is purely an issue of mis-communication due to post 9/11 mind set that exists inside the US -

The United States Department of Defense did not apologize to the Pakistani officials over the incident at Dulles International Airport, a Pentagon official told journalists on Wednesday.

A nine-member team of high-ranking Pakistani military brass was pulled off a plane, readying for a flight to Tampa from Washington, after one of them made a comment to a flight attendant and that triggered a security alert leading to the detention of the team.

“A group of 9 passengers were removed from the aircraft during the boarding process after one of them made a comment to a member of the crew,” the United Airlines media spokeswoman Megan McCarthy.

Earlier on Wednesday, Pentagon spokesman Col. Dave Lapan called the episode "an unfortunate incident," but denied that any official apology was offered as reported in some media outlets, adding that there was no official involvement of the Pentagon in the incident.

McCarthy, the spokeswoman of the United Airlines expressed an apology saying, “We recognize this was an inconvenience for our passengers and we apologize.”

Lapan told journalists that it is up to the airlines “to handle their security,” as they deem it fit.

He, however, added that the department of defense was made aware of the incident “the day it happened.”

The Pakistanis, afterwards, instead of proceeding to Tampa, decided to return to Pakistan and waited for hours in Washington, for the next available flight home.

“After meeting with the group in the gate room, we elected to re-accommodate them on the next available flight,” noted McCarthy but did not add if the team took that offer or not.

Media reports cited anonymous Pakistani officials as alleging that the army officials were interrogated and rudely treated by security officials at Dulles International Airport but the officials at the airport could not confirm these allegations.

Which if true is all the more unfortunate! If a similar treatment is meted out to Americans anywhere in the world by any private airline for any kind of confusion they will make such an issue out of it, but in case of "insulting treatment" to Pakistanis they are unable even to offer apologies... Instead a story has been planted that an officer told a stewardess, "this is going to be your last flight" - bottom line is that they were not terrorists or a security threat and if American Airlines are half as decent as they and their govt wants us to believe then they should have offered an apology which apparently they have not - as Mr Tejinder Singh earnestly wants to tell us - thank you Mr Singh! Point proven

While they didn't apologize it is they who suffered from the cancellation of this trip not Pakistan.

Pakistan didn't need US CENTCOM meeting as much as US CENTCOM needed a meeting with PAkistan military given the dire situation they are in in Afghanistan.

It is debatable whether anyone from PakMil was security threat or not. We have all the "unproven" stories of the then ISI chief being there when 9/11 happened and involved in suspicious activities, PakMil clandestinely heling Afghan Taliban. And playing both ways all through as per recent WikiLeaks. PakMil if involved in any such embarrassment for the country, has to be taken to the tasks. Nothing is more sacred than Pakistan.

Secondly, if army is so touchy about the ghairat of the country, why they put half of the country to floods danger in order to save tgeir (read American) bases? Why don't they just Stop getting fed on American money?

Interesting point. I didn't get how Ms Marvie was linking the event somehow by misbehaving with the air hostess?
 
And it is unlikely that extra airport checks would be conducted if it was a comment amounting to misbehaving.
 
It looks as if a silly comment was made, as most of us are prone to do under casual circumstances, and it somehow was thought to provoke some terrorist intent.

Jonathan, Off Course Pak needs the US, as much as US needs Pakistan. And Relationship between the miltaries provides the trust for the struggle for stability in this region. It was precisely the strength of this relationship that lead to a prompt response from US military to the challenge posed by the floods in Pakistan. Faruqi Sb's response should be understood in the more narrow sense of the Centcom Meeting in Tampa, US Military needed to ensure facilitation for their guests at the transit airport, why they did'nt helps explain the problem; it is because the Americans are unable to appreciate & analyse the paranoid mindset they have developed since 9/11.

Yes 9/11 was horrible but almost 10 years have passed and the world as a whole has suffered incalculable losses - much more than America- and made huge sacrifices to stand with the Americans. It is high time that US reflects on its post-9/11 attitudes, the attitudes of its Airline Staff and learn to apologise for their paranoia and learn to safe guard citizens of other countries from the "American State of Mind" - they will only start to do it once they realise that there is an "Unfortunate Frenzied American State of Mind" that is based on a very narrow definition of self-interest and that is threatening to everyone else in the world. Afterall if a similar thing, as unreasonable or even less than what happened at the US Airport, would have happened at a Pakistani Facility to say US diplomats or Officers the US govt & media would have made a much much bigger issue out of it. This patent inequality in the way American mindset treats itself and the rest of the world is at the heart of the problem.

Of course, by the Grace of Allah Pak Army is capable of doing both. For
Flood: Rescue and Relief only, not the rehabilitation or reconstruction in
which Pak Army can also assist tremendously if the government asks.

TTP and other: Yes, Pak Army can do it but on its own terms. Not following
the strategy and attics adopted by the US and NATO forces. They do not have
the clue of what they are doing or what should be done. Pak Army proved its
mettle in Swat, Buner, Bajau, Dir etc, and did it in just a matter of three
months. Now it is engaged in North Waziristan having more or less
accomplished the task in South Waziristan. If you know the area which is
one of the most difficult terrains in the world, only then you would be in a
position to appreciate Pak Army's achievements. The mighty British fought
for almost a century in this area without subduing the Pathans. The
Russians lost their Union fighting the same people in Afghanistan. The US
will also meet its Waterloo sooner than most think. But Pakistan Army will
return victorious and in full control of the area.

I dont want to justify the event nor i know that what happened on the scene, the only thing i want to share is that i have been to U.s some thirteen times in my life so far, it inlcudes before nine leven and after nine elven, security checks and security hazards are part of a journey and travelling you cannot avoid the pain ful thing is the discrimination, you go to Japan, Germany , italy Dubai you find same security checks for every one but in U.s the discrimination through passport and name was there, i think only this is what has created a negative perception in which soem genuine events also get painted , but one accept he discrimiantion

I am wondering if someone is aware of actual comments made by military person that led airline officials to such extend. Nations decide their relations with others in the event of such high level delegations exchange. Services industry and host nations must tolerate the foreign delegates until they are returned home safely. Real shame is for Americans on dismantle talks.

I still believe that American hosts could do better to handle the situation or at least issue an official apology by CentCom for mishandling, only united airline apology for inconvenience is not enough.

Ms Marvi, Unfortunately it does not need a spine either physical or mental to mix up unrelated things and issues and create a comedy of sorts the kind of which you have just written. Even If all your prejudices and impressions are accepted true about ISI it still does not make Pakistani military Officers, invited by Centcom to be a physical threat for a Plane, or does it? Unless we have a weird logic to connect all this together, for this we need a special mind called "paranoid mind"
However a mental spine and two functioning cerebral hemispheres are needed to see through the muddle of all this to understand that it was a confusion created by hyper-paranoid American Airline staff who 10 years after 9/11 are still fixated upon a single event however tragic it might have been.
And regarding the witness to King, Ms Marvi Sahiba it needs more moral courage to stick your neck out to defend someone who can be easily branded as evil, and who is certainly an "under-dog" in the global fight for impressions and favours, King today is not Pakistani military even inside Pakistan, it is the American Capitalism and its hyper-power with whom you so assiduously trying to identify with. Unfortunately other civilisations and cultures have never respected "Ahmed Chalabis" who bend their backs to please their global masters - Good luck! for more comical write ups!

I  often watch the program of DR meed Pir Zada Sahab but i always see the Pro American glimpses in his talk always observe as Dr sahab Defending the Americans i dont know the reason behind it .

Pakistan, Pakistanis and our military can cope with TTP, floods without outside help if we have honest capable leaders in place. What we need is for Washington and London to stop meddling in Pakistani politics, stop tryig to 'tailor' political governments, stop protecting 'puppets' in power, and stop telling us how we define our security and strategic perimeters.
 
We are a better judge of what suits us and what doesn't and we decide who our enenmy is or isn't. Meddling will create bittneness. Respect can ensure that we have the best of relations.

I agree with Mr. Quraishi.

With the help of Allah (swt), the people of Pakistan and the Pakistan Army are capable of handling both the flood situation as well as the TTP without US/NATO help.

Let's address the issue of flood first. We have seen a lot of commitments and pledges from US and European countries but we as Pakistanis know that only a tiny percentage of their commitments and pledges will be able to materialize. We have been there and we have seen that during the massive earthquake situation we faced few years ago. Ultimately it was the people of Pakistan who, with the help of Allah (swt), were able to help their fellow citizens during that difficult time. We are seeing the replay of the same episode now in flood situation. If US/NATO were serious in helping they should have helped by now. People affected by flood need help NOW. Commitments and pledges carry little value for them.

On the issue of TTP, let's not forget that it was US and India who initially supported the TTP in order to pressurize Pakistani political and military leadership. But now when TTP came back to haunt US/NATO, they have put put this organization on their terrorist list. If US/NATO have a capability to help Pakistan army control the Talibans, they would have used that capability to control Talibans in Afghanistan.

In my opinion, the top most priority for US and European countries at this point should be to make a strategy and a plan to prevent the impending defeat in Afghanistan; to support their ailing economics and impending currency crash and to think about the payment of the huge foreign loans that has been financing their mounting budget deficit for the last many years. We do not want to see the situation of Greece being repeated in Ireland, Spain, Portugal & Italy and ultimately in USA.

Why we needed  to go to USA for visits. Was that inspirational visit, so that our future carreers officers, see how much She is advanced and how much they have the sophatication. Was this a techonology transfer negotiation visit or  an educational visit. 

To me this incident in USA is continuation of series of insulted events, started from allegations against our countries institutions . Paksitan was certainly not created to provide sanctury to land lords or Mafias, but to provide a place for people who were deprvied of there basic fundamental rights, which our constitution gurantees as well.

If Paksitan was really created for this purpose then why we are unable to provide education, jobs to our people? Why we cant build up an educational system, which if not better then the west at least could be equal to there's. Is our educaitonal system lower then the Greece, Italy, Poland, etc, If it is not than why we have to take Toefl or Ielts to get jobs or admissions in UK EU etc and they dont need to pass these tests.

Why our youngster after getting gold medals in our instituion fly to these countries? Why our goverments not able to provide them better oppotunities in our own countries? or  are our countries  nurseries for the west, that we are educating or training our youngones for them.  One of my friend , once said that if someone misbehaves with you, or show disrespct  dont become disheart, infact there is something in you which is making him inferior.

That is true. Not many people knew there was military delegation in the US. But it is a routine. Pakistan and USA armies, GHQ and Pentagon, are hand in glove now. Regardless of this kind of irritants the cooperation between two armies continues.

The thought that US needs Pakistan more than Pakistan may buttress our ego. But it remains a superficial feeling. The debilitating, demoralizing nature of our social, political and economic decay makes us dependent on American largesse. In turn it has divested us of whatever self-respect and sense of national honour and dignity we may claim.

Our top leadership is eager to meet even low level American visitors.To our foreign dignitary whom they meet, the stretch their begging bowl for help.

Of course, the Americans are as much responsible as our rulers for the current horrific state of affairs.
Our military rulers stoop too low to kow tow to Americans because they lack legitimacy. Ziaul Haq was a pariah till 1979 and received only one foreign visitor, the president of Djibouti. Then the Soviet Union caqme to his rescue by invading Afghanistan.Instantly he became West's darling. Carter offered him 200 million dollars and our 'patriotic generals', according to Agha Shahi, were dying to accept this but Shah said if at all we to sell our sols, let us get a proper price. (It was Dawn's M.A. Mansoori who termed it as peanuts). When Reagan was elected Zia sent Ghulam Ishaq, Gen. Arif and Agha Shahi to bargain the price for our services. Arif, according CIA director William Cassey made two demands: No censure of our government system and disbursement of aid through iSI. Agha Shahi said Pakistan will not accept concessional military aid through FMS programme because that is meant for US allies while Pakistan is non-aligned country.W
