Dropping the plan to construct 11 underpasses at important junctions
in the provincial capital on the basis of technical hindrances, the
provincial government has decided to build 15 flyovers in the city at
a cost of Rs6 billion in a phased manner.

A decision to this effect was taken at a high-level meeting held at
headquarters of Peshawar Development Authority (PDA) on Wednesday
(Feb-03, 2010) with Senior Minister Bashir Bilour in the chair.

District Nazim Haji Muhammad Umar Khan, secretary Local Government
Hafeezur Rehman, secretary Local Council Board (LCB) Rehmat Ghazi,
Director General PDA Qazi Laiq Ahmad and other officials concerned
attended the meeting.

The meeting was informed that construction of 15 proposed flyovers
would not only help in resolving the problem of traffic jams at
important squares but also ensure smooth flow of traffic inside the
city.

The meeting was further informed that in the first phase 11 flyovers
would be constructed at an estimated cost of Rs5 billion. These
included Rehman Baba and Bacha Khan flyovers at an estimated cost of
Rs780 million, Jamrud Road-Hayatabad phase-III flyover at a cost of
Rs730m, Gulbahar-Nishtarabad Chowk flyover at a cost Rs350m, Spin
Jumaat-Islamia College flyover at a cost of Rs450m, Jinnah Park
flyover at a cost of Rs190m, Khyber-Warsak Road at a cost of Rs400m,
Board Chowk flyover at a cost of Rs290m, Tehkal Payyan flyover at a
cost of Rs360m, Haji Camp flyover at a cost of Rs130m, Deans Plaza
flyover at a cost of Rs230m and Hayat Avenue Intersection at a cost of
Rs620m.

In the second phase, a flyover would be constructed at Circular Road
near Ramdas Chowk at a cost of Rs340m. Similarly, a flyover would be
constructed at Soekarno Chowk at a cost of Rs190m while Lahori Gate
flyover at a cost of Rs150m.

Dear Peshawaris,
Keep an eye on the promises made by one of the Senior Minister of NWFP.
Hopefully Peshawar will get it's due right(s) as the developmental
funds are shifted from Bannu to Mardan.

               All politicians from Governors, Chief ministers, District Nazims and provincial ministers are making such statements since long. But no practical measures have been made so far. Former Governor Iftikhar Hussin and former district nazim Azam Afridi though initiated some projects in this regard. The widening of G.T Road and establishment of family park at historical tehsil Gore Ghat Tree were appreciatable projects. But, then nothing has been done for the beautification of Peshawar city.
         Peshawarits might have some expectations from the Bilour brothers, who have been given the mandate by the people of Peshawar. They are now required to reciprocate the confidence the people by takiing some practical steps for the development of the oldest living city of the world.

I hope they really do turn Peshawar into a model city. But here are a few
quick points to consider.

1. The best way to develop a city is to give the people of that city a say
in how that place is to be developed. The whole idea of a provincial
government developing a city (even if it's the provincial capital) is
strange. What Peshawar and other cities need is an elected local govt with
adequate funding. And then, the people of Peshawar should elect the
candidate who presents the best manifesto for the city's development and is
credible enough to be put in charge of it. The right thing for ANP would be
to hold local govt elections (on a party basis), field their candidates in
Peshawar, and let the winning person decide how to develop the city, instead
of keeping urban planning in the hands of the provincial govt.

2. It's about time that our media gave the issue of local govts the atention
it deserves. Any decision by the provincial govts, whether it is to preserve
the elected local govts, or abolish them, is bound to have a huge impact on
the future of politics and governance. Such an important issue is supposed
to be debated exhaustively in daily TV talk shows and newspaper op-eds; the
way it's being ignored is a case of criminal neglect.

3. Development of cities isn't just about creating roads, overpasses and
underpasses. It's also important to cater to the needs of those who do not
have cars, which is the clear majority. Developing public transport and
adequate foothpaths etc. Islamabad under CDA chairperson Kamran Lashari is a
perfect example of how not to develop a city. Too many roads, green spaces
being brazenly destroyed, and if you happen to be a pedestrian, then may God
help you.

There is a reason why major cities like London, Paris, New York, Boston etc
all have decent public transport, and not just fly overs and underpasses.

Being a Peshawari myself, nothing would please me more than seeing the peace, tranquility and the beauty of the city restored soon. However, when it comes to the politicians, unless they have their own interests at stake nothing moves as planned. By the time a plan is to be implemented either it is too late and something else emerges out - as in this case the 'underpasses' have been replaced by the 'fly overs', or the government is replaced and the new comers have their own priorities and plans to grind their own axes. This goes on and on and the poor public keeps suffering.

Nice discussion. This must be an eye-opner for Bashir Bilour. Kiramat Chagharmati, Aqil Shah, khusdil Khan, who all failed to carry out visible uplift work in the provincial capital. The militancy and counter militancy provided them a better excuse to hide their failure.

previous governments have no excuse for failing in up-lift work in the province and especially Peshawar and these nationalists leaders were greatly criticizing the rulers for ignoring Peshawar but today the nationalist leaders are rulers but the city condition is going from bad to worst rather to become prosperous like Karachi, Lahore or other big city and the nationalist leaders have good excuse for not developing Peshawar as tomorrow they would tell the citizens they wanted to develop the city but the terrorism hit it and that was why they could do so for the city.

During the rule of MMA in the Frontier, rumour had it that one needed a domicile of Bannu to get a job, and now perhaps one need a domicile of Mardan.

it's not lack of funding ... it's not lack of financial resources ...
it's not a question of leadership own interests .... BUT Corruption is
present (at all the levels, from policy making to implementation) and
'Good-Governance is missing.

Problems of Peshawar from starts from drop of clean drinking water to
encroachments in the graveyards.

Having enough representation in Provincial Cabinet, Federal Cabinet
and Senate, such problems clearly shows that Peshawar is on 'NO-ONE'
priority.

Apart from politics, let me invite you to visit Karachi and see the amount of work done there in the last five years.

Just drive from Karachi airport to the city center (saddar) and count the number of fly-overs, tunnels, pedestrian bridges and other pieces of infrastructure components build under the supervision of the young mayor of the city.

Based on my previous email discussions with you, I am pretty sure you will come up with some wiered logic in order to argue that these things do not matter. But, the question is if the infrastructure building doesn't matter then what else does ?

From what I hear, Islamabad has gone through similar transformation; shouldn't we nominate CDA's chairman too as world's best (visionary) mayor/chairman?
 
It doesn't require much imagination to appreciate the vision of Karachi mayor's vision who declared his Pushtoon citizens as Taliban and terrorists with a "strategic plan". Besides, who doesn't remember how on May 12 the mayor's party used the same flyovers to gain the tactical advantage to shoot at the processions heading to the airport!
 
You may disapprover my analogy, but would you view Hitler as a visionary too, as he is the father of the modern highway infrastructure; i.e. Autobahn with flyovers and etc.?

You need to visit Karachi to see the work. Your comparing Islamabad and Karachi simply indicates that you have not visited Karachi recently or not seen the infrastructure development work that has been done there recently. After you visit Karachi, come back to Islamabad and ponder upon what you said.

Furthermore, I do not want to engage in any argument with you as I have seen you engaged in anti-Karachi and anti-MQM bashing on pakeditor and some other Pakistani Professionals' forums. I do not want you to repeat the same on this mailing list as, I believe, none of us on this list has a political or anti-Karachi agenda.

My advice to you....go and visit Karachi and then come back and discuss, if you would like to.

You can accuse me to be whatever. For that matter, you can add me to the list of anti-democratic forces too. However, that still fails to address my point. How could a divisive and a deeply racist person like Mustafa Kamal deserves to be called a visionary?
 
Egyptian pyramids were and are still considered as engineering marvels. But at what cost? The blood and sweat of hundreds and thousands? If building highways is your criteria of vision then wouldn't you call Hitler, the father of the modern highways, a visionary too?  
 
Let's say, a person with a similar vision as of Karachi's mayor is given the challenge to modernize Peshawar; please indulge me, as to how or what he would do? For example, would he bulldoze over slums, or would he restore calm and security first to attract investment?
