The Blogger beta is that, a beta. It would not make much sense for the Picasa developers to change much on their end until they are sure the Blogger folks are done making changes on their end.
Well according to the blogger site the existing api should work with the beta (but it doesnt). I also upgraded and now picasa wont work nor will my blog publisher. (if anyone has one that does please let me know)
Pain in the ass really but I guess thats the joys of beta.

Well, I accept it's a BETA wich may cause trouble with new features and new features in combination with basis features. But, publishing photos with Pacasa is just basic. Only logging in failes: that's not BETA bug, that's a flaw. It's a petty that "we" weren't seriously warned that some basic functionality was ignored during this Beta period (who knows how long to go???) Sinced there's no roll-back, we are subject to ....yeah, to what?

It's a bummer it's not working, but you folks are assuming the developers knew there would be a problem with Picasa compatibility. I doubt they did. In the long run it will be all straightened out. Such is the fun of Beta's. I've been involved with a betas that would crash my machine and one that required an OS reinstall, so all things considered, this is pretty minor.

Since login doesn't work, I'm actually betting that it's a problem with the auth procedure from Atom 0.3 (which the old blogger supports but the beta blogger does not), so there's a good change they DID know it wouldn't work. It's probably on a to-do list somewhere to add in code to do Atom 1.0/Gdata, but it takes time.
I have contacted Blogger about this but only got a generic reply, I suggest everyone email Blogger support and ask them to at least add it to the "Known issues": http://help.blogger.com/?page=help
As far as I can tell, Picasa no longer links with the beta. So, here is a work-around that works for me offered in the spirit of cooperatin, with no warranty implied ;-) ...
. Do any processing on the image you wish to do. Picasa is not there to help you.
. Resize your image. I have posted a sample at 1024x682 at 499 kb. Google / hello / blogger used to do the re-sizing.
. Note where your image is located and the file name.
. Log into blogger beta with your new google email address.
. Go to Create posting.
. Type in your text and or title. I just use text with no title in sample.
. Click on the image icon above the text entry box where you have typed your text. Far right icon.
. I chose Layout: None. And image size: Medium.
. Click on the image you want uploaded. You have to remember where it is on your hard drive.
. You *can* use Picasa to adjust as usual, then resize using Export to Folder. I have created a new folder for this purpose on my hard drive. I have posted a second test image of a plant decked out in its fall finery. Hey, it's a photoblog!
I'd found a workaround for the notorious problem of Hello not working with Blogger Beta. I found I could upload the photos as usual. The post, of course, would never show up, but the photo had been successfully uploaded. All I had to do was just handwrite the code in HTML in the blogger post to make the photo appear.
I needed to use Hello because I post my photos at a larger size than Blogger's own interface - it's the only way I could figure out how to do that. (I tried to change my template code but it didn't work.)
However, starting today the photo won't upload at all - so much for my bright idea!
I also have problems with Hello and Blogger Beta. In Hello, the Blogger login page that it takes you to is the old Blogger login page, and it doesn't understand the beta user/password that you enter. It would be a simple thing for Google to take you to the Beta login page if a Google email account is entered, but they don't do that. So Blogger Beta has broken both Picassa and Hello. I paid for a Premium Picassa membership and wish I hadn't, it's the same cost as as a Pro Flickr account but without unlimited storage and with only the very basic photo management capabilities, it kinda sucks. I should have thought before springing $25 for a Beta product, most Beta's don't charge until they come out of Beta. Also, Picassa won't let you upload non-jpegs, a serious limitation. I also wanted to use Google Reader, but gave up after running into labeling and feed title handling bugs -- none of my bug requests had been addressed after 6 months even though they've been acknowledged. It's almost unfathomable why a multi-billion dollar company like Google with thousands of programmers moves so glaciarly slow on fixing their web-apps. Except for Email and Search, it seems like none of their web-apps ever get out of a buggy beta state. So, fellow posters, don't hold your breath waiting for Google to fix these photo uploading problems.
here it is the 21st of Sept. i just downloaded betablogger, now i can no longer use picasso to "blog this" my pictures. is anyone else still having this problem. i also couldn't blog a youtube video. i really wanted to add some of my pictures on picaso to my blog, but now i can not. is anything being done about this?
High there Thunderxxxx Sorry to tell you, but I think you are screwed. I have read attentively the entire discussion thread, and I too switched beginning September to the beta version of the blogger, and it is not possible to upload with "hello2 or with "blog this" to the new blogger. No date seems to have been given as to when this bug will be fixed. I used picasa and blogger only because of the convenient upload mechanisms. I wonder if blogger has done this intentionally to reduce the number of pictures and data volume they are hosting. Now Picasa offers "web albums" - totally different, works very well, but limited to 250Mb. they want money to add extra space. I hope I am wrong about the motives here... only way to upload right now is to do it manually through the blogger interface - picture par picture.

I deny! I'm still seeing problems. It looks like a post is completed from Picasa, but it never shows up on my blog. Also, is there a limit to the number of photos you can upload at once? Looks like I can't do more than 4, weirdly enough...
I can while I discovered that, the small icon picasa add to my post give a link to http://picasa.google.com/blogger which does not exist. Any idea to change this?
