For what it's worth, I've had exactly the same thing happen running
OpenInsight off a USB stick. Obviously a different error number, but
otherwise the same symptoms as you describe.
Eventually we tracked it down to buggy USB firmware on the laptop.
It would momentarily lose connection, and that was enough to totally
confuse Windows. A BIOS upgrade actually fixed it.
