In studying The Welfare Reform system for a project for school, I must say that your article was very helpful at first, showing many observations backed up with fact. However, I am very confused about something: On this article "Welfare; History, Results, and Reform" from 2004, I couldn't understand your 10 conclusions. You say that Welfare does "not bring people out of poverty" even though you say that "Welfare Reform is a success". You also say that it is "responsible for out-of-wedlock pregnancies" even though your graphs "have sigificant drops around the time Welfare Reform kicks in". After Welfare Reform, your graphs show an increase in employment and decrease in welfare use and poverty, and yet you say it perpetuates poverty. I am just confused... What did I miss?
