[MT-L] Meaningful Use Quality Measures

For anyone who has successfully attested for stage 1 MU:
We are finalizing our prep to begin our 90 day reporting period. When you actually submit your attestation after the 90 days is complete, for MU measure 9 it is my understanding that you have to attest "Yes, we reported the measures to CMS" and you also have to submit numerator/denominator. Etc. for each measure.
Question#1: Am I correct so far?
If so, in our case - and maybe everyone's - there is quite a delay in getting those numbers back....we submit to extractors...they submit to CMS...etc. Anyway, it may be a while (6 months?) before even we can actually know the final numbers. With that being the case, )QUESTION #2: does that mean we have to wait that period (6 months?) after the 90 days before we can attest?
Or have I just completely misunderstood how this works?
