One of our member CoCs is questioning how to go about who should take on the
roll of the CoC Lead in the SuperNOFA process. In the past, it has been one
of the non-profit member agencies that completed the applicant as the CoC
Lead as opposed to a governmental agency/ department.
With the new electronic application they are now unsure what the legal
ramifications are. Is the Lead legally responsible to oversee, monitor, and
audit all the project sponsors? They have made calls to the HUD field office
to no avail.
Is anyone else operating in this fashion?
Any words of wisdom?
