Subject: CoC Lead for NOVA application
One of our member CoCs is questioning how to go about who should take
on the roll of the CoC Lead in the SuperNOFA process. In the past, it
has been one of the non-profit member agencies that completed the
applicant as the CoC Lead as opposed to a governmental agency/
department.

With the new electronic application they are now unsure what the legal
ramifications are. Is the Lead legally responsible to oversee,
monitor, and audit all the project sponsors? They have made calls to
the HUD field office to no avail.
Is anyone else operating in this fashion?
Any words of wisdom?

Hello all- I just want to remind everyone that the role of the CoC lead
entity remains the same, regardless of the format of the Super NOFA
application.  If anyone needs further clarification on the roles and
responsibilities of the CoC lead, please seek guidance from your Field
Office or check on www.hudhre.org for some good publications on the role and
responsibility of the CoC lead in your Continuum.
