Many citizens work individually as well as collectively to improve prevailing dismal conditions in India. They concentrate on areas of their expertise and passion. Although their efforts do contribute to improvement of the state, much of their as well as, as has been observed, government efforts are not producing the desired significant change. One of the primary reasons is apathy among, not the citizens, but that among many Government Officers and ‘men’ in discharging their constitutional obligation and duties.

This was amply evident from the fact that the governmental machinery did not adequately address the threat warnings which ultimately resulted in the terrorist’s attack and siege of Nariman House in Colaba, The Taj Mahal Hotel at Apollo Bundar and the Trident Hotel at Nariman Point, besides the random shooting at the Mumbai’s icon, the Chatrapati Shivaji Terminus or what is still known as the Victoria Terminus, the VT where more than ten lakh commuters pass by daily.

Some concerned citizens got together on 13 December 2008 to brainstorm on what could be done that would have significant impact on the governance of Mumbai, the State and perhaps the Country.

In its present state, I CAN, which stands for Indian Citizen’s Action Network, is a loosely held body, coordinating some of the points decided upon on 13 December 2008 meeting to its logical actionable end.

Google group http://groups.google.com/group/Indian-CAN has been created to network concerned citizens and hopefully effect positive changes in the governance of the city, state and country. This group is not City of Mumbai specific, although people of Mumbai have initiated it.
