In an RTI application for info on the assets of High Court judges which is the second appellate authority - State Information Commission or Central Information Commission?

All HC 2nd appeals are being heard in Central Information Commission since they are Constitutional empowered bodies.

Many Many thanks Sarabjit Ji for enlighting us. i want a help on a
recent RTI Application disposed by Orissa Info Comission.The facts of
the matter is as bellow

i had made an RTI application to wildlife dept and in this
application attcged copy of my Driving licence where photo was not
prominent. Orissa RTI rule demand for the Identity proof along with
the application. My application to the dept is not the maiden one
rather it was the fifth application and in previous application the
PIO have already provided the info( the identity proof submitted was
not the driving license).

When i have made severall application prior to the present one, where
lies the question of "identity not satisfactory".

Can any one guide me what best plea i can take to get the order in my favour.

Hon’ble Central Information Commission, New Delhi have decided similar
issue/cases in Mr Ajit Kumar Vs Llit Kala Akademi (CIC/AD/C/09/00429
dated 08.06.2009) and Sh K. Balakrishnan Pillai Banglore Vs National
Human Rights Commission (CIC/OK/C/2008/0016 dated 26.08.08) wherein
the Public Authority were warned for exercising dilatory tactics and
harassing the information seeker by asking him to prove his
citizenship.
