I didn't find out about this until June 30th, the afternoon of the last legislative day, too late to do anything.  And we found out from Mr. Weisser's posts on the GreenYes list, not anybody in Delaware.  SB-201 surfaced in the middle of June and a hearing was held on it on June 17th.  It then passed the Delaware House of Representatives almost unanimously.  The Senate passed it in the middle of the night without a hearing.

Apparently the mainstream Delaware "enviros" did know about SB-201, but made no effort to inform the public, or us ....  They are incompetent and servile pretty much all the time, but this is a bit over the top even for them.  Something is fishy, but I haven't yet sorted it out.  There is some suggestion of a quid-pro-quo for increased booze taxes.

(In fairness, this bill has not been up-to-date, well-enforced, or particularly effective.  It has been in need of revision for a long time.)

In any case, the only obvious recourse is to ask Delaware's Governor Jack Markell to VETO House Bill 201:
