That's called the Developer Toolbar and its' available here:
http://chrispederick.com/work/web-developer/ You can do some kind of html editing live (like scenarios) - but it
will not "stick" - it's simply to allow you to see the effect of some
changes.
Same with the css editor.
It does have other tools as well, some are even useful :)
