If your sitemap or any navigation links on your site constantly
require the use of redirects, you will keep getting that error.

Redirects should not be part of normal navigation as it is a waste of
resources on both ends, client and server.

In the past, Google didn't check redirects, now it does.

So, not data processing problems, maybe website management
problems? ;-)
