You'll have to consider that when you add quotes to the search query
Google will look for the most relevant
page with that text string. The quotes force Google to look for an
exact match -- not necessarily a URL.
In your second example you searched for [ "sitoa corp" edi ]
In this search you are looking for an exact match for sitoa corp and
edi as a standalone keyword. You may not rank where you would expect
in this search due to the way the search will be carried out.
If you enclose that entire text string in quotes [ "sitoa corp edi
" ] you will get this result:
http://www.google.com/search?hl=en&rls=GGLJ%2CGGLJ%3A2006-35%2CGGLJ%3...
1 of 2 for those terms. In this case www.sitoa.net/suppliers.html has
outranked you most likely due to the fact that [ sitoa ] is in the
TLD.
It also appears that Google only has 2 pages indexed that have this
