I made a hack.
I hope this helps.

This hack removes the chat tab from the IGoogle page
1. Goto http://www.google.com/ig/settings?hl=en
2. Scroll down to "Export / Import" and export your IGoogle Settings
to your desktop.
3. Open the exported xml file and scroll to the very bottom.
4. Remove the VERY LAST "<Section />" that you find
5. Save the xml file
6. Return to the IGoogle settings and upload the modified xml file.
7. Save your uploaded settings

I do use google talk. And I kind of like this feature.
To add the chat box back just use this url:
http://www.google.com/ig/v2invite
