Now that is a new one... As far as I have seen there is no way thru
Google Maps or the Local Business Center to submit the "approximate
location" for a business. Seems to me that it devalues the entire
local tool anyways.

This may be an example of old data remaining from the initial update
of local.

Currently there's no way to list your address with Google Maps without
having an actual street address. For verification purposes we require
businesses to enter at least a PO Box. Sometimes the information that we
receive from our Yellow Pages providers is incomplete, and so it's listed as
just a town. However, we don't currently offer a way to achieve this listing
status through the Local Business Center.
