If you search this group, you'll find a long thread about this problem
on Fedora.

The short version - follow the instructions here:
http://wiki.winehq.org/PreloaderPageZeroProblem

If it still doesn't work, your ~/.picasa directory may be corrupt.
Delete it / move it aside and try again.
