The gadget submission process is one of the well guarded secrets of
the iGoogle platform. :-) You will not find any clear documentation of
what exactly happens. This old thread gave some useful input on how to
best proceed with the submission process, but some data are a bit
outdated:

As far as I've seen, the more users you can get on your gadget right
away, the fastest you will be listed in the directory. For instance,
one of my gadget with only a handful of users took about 3 weeks to
get listed a few months ago. On the other extreme, a gadget with 3,000
users jumping on it the first day was listed in less than 24 hours.
You should make sure you promote your gadget with a direct link to add
to iGoogle http://www.google.com/webmasters/add.html on your blog, by
email to your friends/family, etc. Anybody you can get to add your
gadget on their page should be helpful for your fast clearance through
this process.

for the first 3 days. Seems to be there today :)
My author info refuses to be displayed for some reason.
To make things difficult, I recall reading on a page that the
directory won't show you gadgets that you've already added. Meaning,
if you add your own gadget to your iGoogle, the search feature won't
list it. Weird, eh?
My experience is similar. The gadget appeared in the directory after
about three days, and seems to have been removed just as quickly. I
saw some references to the idea that gadgets are hidden from owners /
or those that already have it installed. So, I used a clean browser to
search the directory, and still can't find it. Strange.
