Should Gmail be marking its mail "format=flowed" ?

One of my friends complains that the text part of my messages arrives
marked "Content-Type: text/plain; charset=ISO-8859-1" , but should be
marked "Content-Type: text/plain; charset=ISO-8859-1; format=flowed"
(RFC 3676, http://www.ietf.org/rfc/rfc3676.txt, says that the way
Gmail marks messages right now means "format=fixed" , the default.)
Do I need a different setting, or is this a bug?
