MAPPFinder error regarding config file on startup

Problem:
MAPPFinder complains about a corrupted config file when starting up.
Error message:
"The MappFinder configuration file has been corrupted. To fix it you
must delete the file MappFinder.cfg and rerun the program".

The MAPPFinder.cfg file is empty upon inspection.
Substituting a functioning config file doesn't solve the problem.
Solution:
This error appears on European-configured computers. In the Control
Panel, under Regional Options, change the Location setting to US.
