Here's my current version. I've tried to fix many of the problems.
I'll try to fix a couple more things if I can. I've removed all locales other than en-US in this version, but they will be added in again once I release to AMO. There have been a few new strings added which need to be translated first.

This version is mostly just a bunch of bug fixes, some of which are:
-Shows the key combo needed to open the sidebar in the View>Sidebars>GMarks item. Alt+M by default.
-Add an accelerator key for the GMarks menu so you can open it with Alt+G
-If you are signed out, the bookmarks list inside the GMarks menu changes to a sign in menu item.
-Don't grab a favicon unless the scheme is http or https
-Fixed some strings that should have been localized
-Popups for the menu and toolbar now close when a bookmark or folder is middle clicked
-Added a hidden preference, gmarks.loadLabelAndReplace will remove the currently opened tabs when opening a label in tabs. There is currently no way to toggle this in the options window, that will be added soon. For now you can change it via about:config
-Added another hidden preference, gmarks.search, which determines whether the search in the sidebar and organize window get its results from Google (online) or the local results used by the quick search. 0 = online, 1 = local.
-The tooltip in the sidebar now reports the title and the notes of the bookmark. Might change to title and url before next release
-Expanding a label in the sidebar will now ensure the label is visible even if it has more children than can fit on screen.
-Fixed a bug in the sidebar where none of the functions in the context menu would work if it was opened by the context menu key
-Some general code cleanup and tweaked some code so it will work with another extension I'm working on

As I said, it would be beautiful to be able to choose if remove
currently opened tabs by means of a different menu item, something
like
- open in tabs
- open replacing all tabs

When will 0.9.8 be finished?

The beauty of gmarks is that I don't have to click, click, click,
click, click, click, click, click - but this beta is different.

When I make a change to a bookmark or add a bookmark - the visible
folders shown in the sidebar usually change - and it's making me a bit
insane.

I didn't think much was changed with that. Can you explain what you mean a little more? How do the visible folders in the sidebar change? Do you mean that the scrollbar is reset to the top or the folders are sorted differently or are now collapsed instead of expanded?

Okay.

Example:

-- Movies
---- Actors
------- Caine. Michael
---------- 'bookmark'

I'm changing a bookmark in "Caine. Michael" that's a sub-folder of
"Actors" which is a sub-folder of "Movies"

[From this point - I'm working from memory - events might be exactly
like this]

Immediately after I change the bookmark the sidebar refreshes.

The scroll bar goes to the top

Things are bit like if I clicked "Google Bookmarks (number)" and the
'top level folders are shown' - except that a folder or two is
expanded.

= The same sort of series of events happened whenever I made
= any change to any bookmark.

To save my sanity I reinstalled 0.9.7.3

I've never (I think "never") experienced such a problem with 0.9.7.3

It's almost there. There are just 2 changes I need to make.
1) Importing Firefox bookmarks was broken
2) The bookmark icons were moved
