Forbes just published an article about the opposition to HR811, saying that:

"state and local election officials and election machine makers ..
contend the timelines are unrealistic, ... and the money allotted to
replace existing systems, $1 billion, is insufficient"

"Strong opposition from state and local officials is threatening to
derail an election-machine bill [HR811] originally slated to come to
the House floor Thursday."

But the truth is - there is no funding problem; and there is plenty of time.

A Sep 7, 2007 letter from the Congressional Budget Office states:

"CBO concludes that the bill's authorizations of appropriations would
be sufficient to cover the costs of state and local governments for
complying with requirements to produce and provide voter verifiable
paper ballots, pre-printed ballots, a secure chain of custody for
ballots, and manual audits of election results."

and, with respect to HR811's requirements with 2012 deadlines:

"CBO can not determine the costs to state and local governments of
complying with requirements to ensure access by the disabled, and the
durabiliy and readability of ballots and the bill would not authorize
a specific sum for those purposes (but would authorize the
appropriation of such sums as may be required in 2009)."

Some jurisdictions would only need to upgrade existing ballot marking
devices with a firmware upgrade and self-sealing ballot privacy
envelopes to comply to the 2012 requirements which were demanded by
disability advocacy organizations. Only $555 Million is required
nation-wide to replace all paperless DRE voting systems.

using paperless DRE voting machines have plenty of time to replace
them with auditable voting equipment prior to the November 2008
election:
