I agree with you that he could have made his recommendation clearer--he could have just inserted the words hand-counted prior to "paper ballots." Why he did not is a matter of speculation. Perhaps those writing emails to him, while acknowledging his good recommendations, could ask him why he did not plainly urge for hand-counted paper ballots.
