I wanna build a expert system applied in fault detection and
diagnosis. can i creat a compound system with VB and CLIPS? I just
want to creat the core using CLIPS, and bulid up sth else such as
interface using VB.
I am a new learner, not familar about that. So i need your suggestions
guys.

It's feasible, but you have to use a .NET lib such as the one at
http://www.proai.net/clips.htm.
