Some of the folks who work at Cert-In are listed under operations at the
following link:

for example like: Amardeep -  a...@ernet.in (don't know the person
personally tho.. have heard his name been mentioned on and off)

and Dr. Gulshan Rai, who's their executive director does head the team to a
certain extent.. or atleast he's called on as advisor to ME govt's during
"Infrastructure crises" here -- (g...@eis.ernet.in) .. thats as much as i
know about Cert-In.

atleast they're some emails that can be sent to them :)

Hi Angelo,

I called up CERT-IN and they said they had got my mail. One Mr Madhur
(forgot his surname) said that CERT-IN had *not* ordered blogspot or
any particular blog to be blocked. They said that by lunch time (1:30
IST) they will be in a position to tell me whether and which government
agency has ask for the block, and why.

But now that we know CERT-IN has not asked for the block, we also know
that ISPs are technically not bound to follow the orders of any other
govt agency, as under the IT Act 2003 only CERT-IN can issue such
orders.

I called up this MTNL engineer who's in-charge of these things:

He said he has a long 22-page of list of sites, sent to him by the
National Informatics Centre, and needs two hours to go through it and
find out if it contains any blogspot or typepad site. But he has as far
as he knows MTNL has not blocked blogspot per se.

I'm now calling up someone at NIC. Let's see if I get through.

I called up a senior Spectranet official who said that the Department
of Telecommunications (not the ministry) had on Friday sent a list of
sites to be blocked. This is the same list, it seems, that MTNL's
Sharma was telling me about. This list is not public. It deserves to
be. I'm trying to get through to someone at NIC.

Angelo, you are right. After a few more phone calls I figure Dr Gulshan
Rai is the one to be spoken to. I called him up and his Secy says he's
busy in a meeting, so I'll call again in 30 mins.
