Dear Mr. Autler,
I am writing to comment on the Draft Project Impact Report (DPIR) submitted by Harvard University on the Allston Science Complex. 
First, I would like to state that I am not opposed to Harvard as an institution -- I, in fact, hold a Harvard appointment as part of the Medical School -- nor am I opposed to Harvard developing some of the underutilized or poorly utilized land in Allston. I think that a COLLABORATIVE partnership between Harvard and the community will be of great mutual benefit.
I AM opposed to the lack of attention and collaboration between Harvard and the community in adequately addressing community benefits, open space and public access to the river, traffic mitigation plans, and building heights.
It is evident that there are still far too many unanswered or inadequately answered questions concerning the impact of Harvard's development plans on the community. Yet, despite this, and despite repeated requests for extensions, it appears as if all is poised for the community to be steamrolled by Harvard's plans.
I also wish to express my support for the efforts of the Harvard Allston Task Force and the Allston Brighton Community Planning Initiative, and for the letter submitted by Tim McHale, ABCPI Chair. I am very grateful for their work outlining the concerns of the community, and for their efforts. 
However, the current voluntary citizen planning process lacks the resources to manage the multitude of environmental, development, and planning issues raised by a project of this scope. There is a need for the BRA to appoint, and for Harvard to fund, an independent "Special Master" with a budget to support professional INDEPENDENT studies, to manage the planning process and work with Harvard, and with city and state agencies.
