Are there any wikis based on tagging for navigation?

I think wiki's provide a framework for tagging, and there are perhaps
some that do what you are thinking of when you say tagging - but I
can't say without having to ask "what implementation do you mean?".

Even the grandaddy wiki [1] has something like tags, but they use the
term Category instead. So, pages that fall into a particular category
will have a link to Category (e.g., CategoryBook means a book review;
CategoryPattern means a software pattern; CategoryAntiPattern [2] -- a
very interesting category to me -- means a pattern of behavior that is
a danger sign in an organzation).

So, yes, all wiki's *support* tagging, but it's not a default
behavior, which is perhaps what you are asking.
