Old GE Terrain & Aerial Photography-Buildings no longer under construction or completely new

I'm currently starting a personal project to model my campus in GE;
however, as my college is in a rural area, the most up to date aerial
photos used by GE are from 2005. Since then, two buildings seen as
being under construction are now complete, and three other new
buildings have been built as well.

I'm willing to assume that as long as I provide proof/reasoning for
uploading models of these buildings into 3DWH that they will
eventually be accepted. In order to make sure that this is the case,
I'd like to ask a few questions:

1) If a completed building is surrounded by "construction" terrain (ie
dirt and materials, generally disturbed), should we leave the terrain
as is, or might it be better to overlay that with new terrain that
reflects its current state (grass lawns, sidewalks, etc)?

2) One of the buildings had just started being build when the area was
generated for GE, and the excavation of the ground for the foundation
shows up as a ~20' depression in the GE terrain. While it makes sense
to build up the terrain to properly place the building, should the new
terrain reflect the underlying disturbed terrain texture, or should it
look up to date (sort of relating to question #1)?

3) I'm fairly certain that I can properly place the 3 completely new
buildings, as the school is providing me with an AutoCAD file
(generated from their own set of recent aerial photos) with the
footprints of every building on campus, and I can either measure out
distances from other landmarks/buildings or take GPS points around the
new buildings and load those into ArcGIS and eventually GE/SketchUp.
However, how should I go about proving their proper location to GE
reviewrs when I submit the models to 3DWH?

Hello DMP

From what you are describing, I believe I would upload the completed
models with Terrain "as necessary only" along with a link to any place
on the web where you can show Images of the new buildings (to prove
they are complete and existing).
You can create your own Terrain Textures but it is often better to
edit the existing terrain images to suit your needs .. IMO.
