Window Installer Problem in Vista Home Premium

I get a message when I try to uninstall / install programs
* Windows Installer Service could not be accessed this can occur if
the Windows Installer is not correctly installed *
This has only recently been a problem and I guess something to do with
automatic updates which I am not a fan of in Vista ......
Is it a corrupt or missing file and if so what folder is it in ?
Does someone here know of a link to download a new version etc. ?
Or do I have to run repair regime from install disc or something .....
