Java is NOT Javascript.
If it's not loading at all, then your javascript is turned off.
If you had looked at the source code, you'd have seen the javascript entries
all over the page.
I called up a map for Salt Lake City Utah and had no problems viewing it or
scrolling.

Yeah, sorry about that, I of course meant JavaScript problem. But
yeah, I tried Firefox as well and have confirmed the "Enable
JavaScript" checkbox is marked. Still can't get a Mapquest map to come
up. Get a blank area where the map normally would be, get the buttons
for zooming and moving north/west/east/south to come up. But when I
click on any of the zoom buttons on the right side, nothing attempts to
load (although the cursor does turn into a hand, similar to what it
would do when I would mouseover any other links).

I'll bet you have the HTTP_REFERER blocked. I just experimented with
Firefox, and using the PrefBar to easily toggle the HTTP_REFERER, see
the map with it On and do not see the map with it Off.

Hmmm, well that sounds very likely, I looked into it and found this:
Going to the HTTP_REFERER site, I get ( not sent ) under HTTP_REFERER
However, after downloading the PrefBar and then checking Mapquest with
either Send_Referrer checked or unchecked, it still didn't work. Also
checked back at the HTTP_REFERER checking site and still got { not sent
} with the checkbox marked or unmarked.
I also found that its common for Anti-Virus software to block the HTTP
Refererer. I have Avast! Anti-Virus, I tried temorarily disabling that
as well as XP's Firewall and again, still nothing on Mapquest. So I
guess I'm back to square one...

Then, as you rightly figure, something else is blocking it.

I also have Avast! on my Windows PC, and don't see any way that it would
or could block the Referer. I have Windows 2000 Pro, so no Windows
firewall; use Kerio instead. Something else you have is blocking it, as
my Firefox/PrefBar checkbox definitely controls show/no show of the map.
How does http://maps.google.com/ work for you?
(JavaScript is required, but not the Referer.)
No problem with Google Maps. So I know I can just use that, but
there's other sites out there besides Mapquest that will probably give
me the same problems as Mapquest. So still trying to solve this...
Not sure what else could be blocking HTTP Referer though? I don't have
a pop-up blocker and the only spyware program I use is Adaware, but I
don't have that set up as anything on the toolbar that would contantly
monitor things.

Just to be absolutely sure, have you tried my test page with another
browser?

but don't expect the maps to work with this browser. <g>
Ok, downloaded offbyone and went to

}" under HTTP_REFERER for all of these browsers that I have installed:

Then obviously something else on your PC is blocking it, but you knew

Are you using any kind of proxy service with your Charter connection?
Going to that site and clicking on the HTTP_REFERER link just takes me
back to the original link you had mentioned, and again got the { not
sent } message.
As for proxies, I'm not using any of them.
By the way, just curious, what *should* I be seeing instead of "{ not
sent }" for the HTTP Referer?

Add/Remove Programs and came across a Norton Firewall (which I used to
use when I originally got the computer, when it expired I got Avast)
and after removing that, sure enough my HTTP Referer showed up and
Mapquest worked again.

I had a related issue, being unable to view images on my online bank account
page via Firefox (could always see it on Int Exp). Thanks VERY MUCH for
