how can i password protect my pc so that it stops people getting in even in
safe mode?

You need to go into the BIOS at startup - if you don't know how to do this
already, it is soooooo risky that I don't feel confident enough to advise
you - perhaps somebody else will. Don't try it without a helper or guide as
you can change PC settings that you may never recover from.

Once in, you should find the option of password quite easily, then press F10
(usually) or Esc to save and exit.

Press whatever key is required to enter the BIOS utility (Ins, Del, F2 or
similar) when booting the PC and look for an option called Supervisor
Password (or similar).

Be aware though that this password can usually be defeated by altering a
particular jumper on the motherboard.

You could use a BIOS password if that option is available. Or you could try
this modification found on this page.

READ CAREFULLY. If you are not careful, you could lock yourself out.

Visit: http://dbknox.webjump.com/
Click onthe Security link
and get the "Prevent Unauthorized Users from accessing your computer" patch.
This fix will also prevent Safe Mode access.
