If you (or anyone else on the list) are interested in full waveform
LiDAR for the UK, data acquired by the Natural Environment Research
Council (NERC) Airborne Research and Survey Facility (ARSF) using a
Leica ALS50-II with waveform digitiser (operated from 2010) can be
downloaded from the NERC Earth Observation Data Centre (NEODC;
http://neodc.nerc.ac.uk/).
Data are acquired for specific research projects so only cover small
areas. They are normally available to download one year after being
delivered to the project PI. Full waveform files are provided in LAS 1.3
format.
You first need to register for a NEODC account and then apply for access
to the ARSF archive

Anyone can apply for access but it might take a couple of days for it to
be granted.
