* ivfenc/ivfdec now support YUV4MPEG2 input and pipe I/O

Congratulations, really great to see things progressing this quickly!

I would like to take this opportunity to ask for:

1) possibility to change the target bit rate on the fly (important in video
conferencing applications)

2) supporting IMG_FMT_BGR24 and IMG_FMT_RGB24 image arrangement directly in
the encoder/decoder.

This is already supported. See vpx_codec_enc_config_set.
