Hi. I am a Ph.D. student at University of Tokyo, Japan.
I am re-analyzing the WGBS data of h1_hESC and gm12878 cells that you provided in 2012.
Could I know the non-conversion rate of the two samples? 
Here are the samples that I am working on.

It is best to send your question to the lab that provided the data and also the current ENCODE portal at encod...@lists.stanford.edu.

The current ENCODE portal allows quick searches for GEO terms to find associated files:https://www.encodeproject.org/search/?searchTerm=GSE40832 However, even if the files were present, often for such questions about laboratory methods, it is best to contact the producing laboratory directly. There you will see the lab listed as Richard Myers, HAIB, also listed on the GEO page.

On the GEO page, http://www.ncbi.nlm.nih.gov/geo/query/acc.cgi?acc=GSE40832, you may want to also note the following message: ***Previously submitted data files were in error and have been removed. New data files will be added soon.***
