About the conformance tool U2F1.1/1.2 , verification questions

I have a question to ask.
If the USB authenticator only supports "U2F v1.1"

In the FIDO MDS specification document, the usage method of U2F v1.1 is defined
●major version 1, minor version 1 for U2F v1.1

Metadata tests validated in FIDO Conformance Tool v1.7.6 U2F 1.1/1.2-MDS3.

Item P-8 Required "upv", of type Version[ ]. MUST not be empty. MUST contain { "major": 1, "minor": 2 } aka U2F 1.2.

Why must MDS support U2F1.2 in order to pass the test?

Because it is hoped that the developer will support U2Fv1.2=CTAP1 and be compatible with U2Fv1.1?

Or is there a better reason to explain it?
