Bug fix: compilation VMs

In the spirit of sharing changes, I'd like to report that we just fixed a bug where compilation which did not report in with the director in time (while reuse_compilation_vms is set to true) would leave bosh in an unrecoverable state - should now be fixed!

Right, it was the only option apart from messing with the director DB, so from now on you should not have to do that - which is why I thought it was worth mentioning :)
