How do I re-balance apps on my DEA's

I am running 10 DEA's but by apps are not equally balance across these DEA's. How do I re-balance the DEA's?

That is a question for the vcap-dev alias. Here we only deal with bosh and deploying things using bosh. Not managing the application internals of what bosh deployed.
