Log file in var/vcap/data/tmp named not_configured

Hi all,

When executing the rake to create a stemcell the file that is under var/vcap/data/tmp is named 'not_configured' and it only contains one line stating that the file was created by logger.rb.

Any idea on where to look to configure the logging?
