job colocation status?

What was missing in the job colocation branch that was reverted? 

Where is the branch-in-development? (can't spot it at https://github.com/cloudfoundry/bosh/network)

I'm looking at ways for a deployment to start with a "micro" version of a release, and scale upwards adding dedicated VMs (one job per VM) and migrating the /var/vcap/store/JOB data to the new VM. Was any of this covered in the job colocation work-in-progress?
