Chromium Win Perf bot started failing from

I've rolled out a suspicious patch but it wasn't recovered.
Can anyone take a look? Since I don't have Windows machine, I cannot check it.

Oh, I should have reported yesterday as well!

Win Tests and Win Perf were offline/broken the whole day. Dirk tried
to kick them but they ended up cycling in svn update by the end of the
day.
