Compiling Chrome OS w/ "tablet" UI?

What files / C objects would I need to create / change to get the "tablet" factor as shown here, or is it merely a concept? The article was worded weirdly, I couldn't tell if Google was trying to say that there are objects you can extend for a tablet factor, but they are subject to change, or if it was just a pre-rendered concept... 

Also, any recommendations for "native" UI development? Obviously there is the JS SDK, but I am looking to extend / create native UI applications such as the "core applications" (Settings app, etc.) present.

Edit: to be clear, I'm aware that there is a native SDK for Chrome / Chromium apps, but those run in the browser along with the JavaScript SDK. Like before, I'm talking about creating new  "core applications", that when I compile the OS, will show up that they are part of the OS itself and NOT a Chrome app.

Sorry for the double post, I'm so used to vBulletin and I couldn't find a way on how to edit the previous.
